We know that gardens grow nutritious food and a healthy, physically-active citizenry—so why not use the tax code to offer people carrots for growing carrots? We already provide tax incentives to encourage other socially desirable behaviors like installing solar panels on houses—so why not use them to encourage solar-powered food grown in back of those houses? Think of it as a green-payments entitlement program for home and community gardeners to reward them for being good stewards of their arable land. Funds for this program could be generated from a new junk food tax which could also generate funds for the digging of new school and community gardens, thereby increasing access to healthy foods for urban residents and low-income populations.
